Wyoming Makes History with Launch of Frontier Stable Token

On August 19, 2025, Wyoming became the first U.S. state to issue its own stablecoin, the Frontier Stable Token (FRNT). This fully-reserved, fiat-backed digital currency is overcollateralized by 2% and is supported by U.S. dollars and short-duration U.S. Treasury bills held in trust. The launch was announced by the Wyoming Stable Token Commission, a body established in 2023 through the Wyoming Stable Token Act. The state government has allocated a budget of $5.8 million to support the initiative.

Multi-Blockchain Deployment and Accessibility

The FRNT token has been deployed on seven major blockchains: Arbitrum, Avalanche, Base, Ethereum, Optimism, Polygon, and Solana. This multi-chain approach ensures broad accessibility and integration within the digital economy. In the coming days, the token will be available to the public on the Solana network via Wyoming-domiciled exchange Kraken and on the Avalanche blockchain through Rain’s Visa-integrated card platform.

Enhancing Public Sector Financial Operations

The introduction of FRNT aims to modernize public sector financial operations by enabling instant transaction settlement, reducing fees, and enhancing accessibility. A pilot conducted in July 2025 demonstrated the token's potential to streamline government contractor payments, reducing processing times from 45 days to mere seconds. This advancement sets a new standard for government-to-business (G2B) payments and financial transparency.

Legal and Regulatory Framework

The launch of FRNT coincides with the enactment of the GENIUS Act, federal legislation signed into law in July 2025 that provides a comprehensive regulatory framework for stablecoins. The GENIUS Act mandates that stablecoins be fully backed by U.S. dollars or other low-risk assets, establishing stringent standards for reserves, audits, and transparency. This federal regulation complements Wyoming's state-level initiatives, ensuring a robust legal foundation for the use of digital currencies in public finance.
